Description

Applies when a structural change is directionally clear but the specific person, budget or reporting line is not settled. Peter names the structure - the role, the reorg, the governance reform, the ladder - and deliberately does not attach a name, a req or a commitment to it. The 2026-05-21 observation states the economics plainly: cost of naming is near-zero, cost of premature commitment is high, and he consistently chooses naming. The 2026-08-24 observation adds the sequencing reason: once a specific person is attached to a framework, the framework stops being the subject. Mined from 6 independent observations between 2026-01-12 and 2026-08-24.

Typical Approach

Announce or ratify the structure while it is still abstract, and say out loud that the absence of a name is the point. Where a person is the obvious candidate, describe them as potential rather than designated. Distinguish directional confidence from commitment in the actual words used - I believe I will have, intent to grow someone is not a promise nobody will be hired above them. Where authority already exists informally, formalise the authority without changing the title, which removes the blocker while preserving organisational stability. Hold space for a decision you are not ready to make rather than forcing a premature conclusion when edge cases are unresolved. Open the req and run recruiting in parallel with the budget and approval work, so a slow approval does not bottleneck the pipeline. Refuse interim or trial framings for internal moves, because a safety net no external candidate gets is what makes the move unfair and damages the precedent.

Constraints: the direction is clear but the specific assignment is not, attaching a name would make the person rather than the structure the subject, premature commitment is expensive to reverse
