Project Shackleton - RESF contingency infrastructure

Situation

Build a parallel mirror of all RESF infrastructure in AWS (Git repos, Koji, vault/pub, Mattermost history) with goal of restoring Rocky Linux builds within two weeks if Lewis triggers his kill switch. Everything built with CDK and Ansible for repeatable deployment.

Reasoning

Lewis has built a kill switch that can lock CIQ out of RESF or shut it down entirely. Need contingency to protect Rocky Linux and CIQ customers. Work has value regardless of RESF outcome - CIQ can now deploy Koji infrastructure in approximately 2 days.

Additional Context

Greg working with board and lawyers to remove Lewis and Neil. If Lewis hits the button on his way out, Shackleton provides recovery capability. Currently 30% synced on Koji, FreeIPA running, Keycloak and Forgeo next. Missing S390, RISC-V, PowerPC hardware but those are solvable in days.
