Google TDX Work - Funding Requirement
Situation
Rejected doing Google TDX work if it only means 2-3 months of paid engineering time. Set requirement that the work must add headcount to CIQ to be worth pursuing - otherwise CIQ is just spending scarce resources on Google priorities instead of its own.
Reasoning
CIQ engineering capacity is a scarce strategic resource. One-time payments for work displace existing priorities without growing the organization. Partnerships must expand capacity, not just fund activity. This protects the H1 roadmap from being derailed by external requests that do not scale CIQ.

Came during H1 planning discussions. Kelly Hall and Max were in the conversation. Instructed them to align Bjorn on this position.
