Restate every RESF request as a request to CIQ rather than to Nathan - publish the secure-boot ask to all of Linux Engineering so someone else can raise a hand

Situation

Nathan reported that Dieter had asked him explicitly to help with a secure boot POC, and that he would demo it to Sharif, Scott and Dieter on Monday, building it on CIQ hardware because CIQ needs it too. Peter approved the substance and re-cut the framing: let me tweak things ever so slightly to the RESF has asked CIQ to do this, not Nathan. It may be Nathan who is doing it, but the ask should be published in Slack to all of Linux Engineering - the RESF has asked for help with secure boot, I know secure boot, so I am sitting down with them Monday, and if anybody else is interested in understanding how this works or how they can plug into that world, here is the opening. Peter said chances are it is nobody and everyone just pats Nathan on the back, but he wants to buy the chance that one person wakes up and goes that is interesting. He tied it to the wider problem: the RESF needs to stop being five or six people who think it is their clubhouse, and Nathan should be willing to say this contributor should get a structure and a title inside the RESF. In the Steve Wallace 1:1 the same day he committed to pressing Dieter on the same point next week - nobody at the RESF is asking CIQ for things directly, and both Nathan and Steve orgs have resources available.

Reasoning

This is the same institutional-framing move Peter made on 8/18 when he asked Greg to reissue the RESF directive as CEO-to-RESF rather than CEO-correcting-his-CTO. An individual doing the work is a dead end for community growth - it produces gratitude, not participation. Routing the same work through CIQ-as-an-institution converts a private favour into a recruiting surface, at effectively zero cost, with a small chance of a large return. Peter was explicit that he loves everything Nathan is doing except that it does not engage anybody else. On the RESF side he read the reluctance as fear rather than lack of need - Steve confirmed Dieter both asked CIQ to own Mirror Manager forever and then had a colleague offer to take it back, and Peter attributed the pattern to genuine anti-CIQ sentiment among some RESF people and a fear that CIQ help will pervert the thing.

Additional Context

Nathan added that Dieter has been pulling more CIQ people into RESF channels - Sam for infrastructure and errata work, plus two others for Mirror Manager - which Peter said he can defend, and identified the real gap as him and Greg lacking visibility rather than the asks not happening.

Reasoning Depth Analysis

Org Signal:Individual heroics are welcome but not sufficient - the same effort has to be shaped so it recruits. Contribution to the RESF is a CIQ activity, not a personal hobby of whoever happens to know the subject.
Who Affected:All of Linux Engineering, who now get an invitation rather than a fait accompli. Dieter and the RESF core, who Peter wants asking CIQ for more. Greg, who has been flagging the community-growth gap.
Precedent:Any RESF request that arrives addressed to a person gets re-addressed to CIQ and published. Establishes that community growth is a first-class outcome of contribution work, not a side effect.
Consequences:Modest and cheap - a Slack post. Peter said explicitly the likely outcome is nobody responds, and he wants the option anyway.
Timing:Now because Nathan demo is Monday, so the invitation has to go out before the work is finished rather than after.

let me tweak things ever so slightly to the RESF has asked CIQ to do this, not Nathan... abuse those opportunities, because maybe one person wakes up and goes, oh, that is super interesting.

Nobody still at the RESF is asking us for stuff directly... So I am going to be pushing them to be more aggressive about asking CIQ for help bodies.
