Core42 - the last line in every shared thread is the Core42 action item; project-manage our own work and stay out of their internal accountability fights

Situation

Extending the 10/16 Core42 posture, Peter set a mechanism and a boundary. Mechanism: the last thing on the shared WhatsApp thread is always what CIQ needs from Core42 next - Wolfgang reposts the current blocker list (CIQ is blocked; this is what is blocking us), and Peter nudges when the thread goes quiet. Boundary: CIQ project-manages its own commitments hard and hits every at-bat as if the date holds, but does not hold any Core42 org accountable, because the org held accountable may be the one that ends up in the chair. Peter also suggested to Bjorn and Adam backchanneling to Alex that Core42 needs its own project manager - one adult in the room, and it cannot be a CIQ person - only if it can be done without blowing things up.

Reasoning

Peter expects the overall project date to slip. The record must show at every moment that CIQ was blocked and waiting, without CIQ accusing anyone. Core42 teams are fighting for position; blaming a team that later wins makes CIQ an enemy. A written blocker list protects CIQ without picking sides.

Additional Context

Builds on the 10/16 decision that CIQ never program-manages Core42. Core42 network work slipped to 10/22 for the front end and the out-of-band GPU tray port map was missing.

Observed Evidence

There is not going to be any world where the project misses the date and we are left holding the bag. Their stuff is on them.

Reasoning Depth Analysis

Org Signal:CIQ team acts as the professional party in a chaotic deployment
Who Affected:Ryan team owns the thread hygiene; Bjorn and Adam own any backchannel to Alex
Precedent:With a politically divided partner, document dependencies, never assign blame
Consequences:If the project date slips, the record attributes it correctly without CIQ saying so
Timing:Network dates slipping and inter-team finger-pointing visible on the 10/19-10/20 calls

fathom

I do not want to get involved in holding any org there accountable because we can end up holding accountable the org that ends up sitting in the chair. As long as the last thing listed there is always their action item, we are good.

I just want to make sure it is super clear to that group. CIQ is blocked. This is a list of things that is blocking us.
